Farming, Forestry and Climate Change in the Cotswolds

Cotswold sheepFarming and forestry account for 96% of the land area of the Cotswolds Area of Outstanding Natural Beauty (AONB) and support many of the special features which make the Cotswold landscape unique. However, climate change and globalisation will bring about significant changes for farming and forestry in the Cotswolds, and the AONB as a whole, in the years and decades ahead.

These impacts, and the potential responses, were the focus of a recent study by Cumulus Consultants (in conjunction with Land Use Consultants and the Royal Agricultural College) for the Cotswolds Conservation Board (CCB). The project was one of the first in the country to apply UK climate change projections to farming and forestry at a sub-regional level.The report and recommendations have been well received and the topic was the focus of CCB Annual Forum and the Cotswolds Farming Forum earlier this year.

CAP Reform – What can we expect after 2013?

EU flag"An extensive public debate" on the future of the Common Agricultural Policy (CAP) beyond 2013 has recently been called for by Dacian Ciolos, the new European Commissioner for Agriculture and Rural Development. This follows the publication of a range of policy visions and position statements from different organisations over the past few months. Later this year, the Commission will produce a policy paper setting out different options for public consultation. We explore what we can expect from the next round of CAP reform and how to prepare.

Conservation in action – the Usk to Wye Campaign

Usk The Usk to Wye campaign aims to inspire people to take action to develop a landscape-scale habitat network for Monmouthshire. The vision is for a more sustainable landscape; one where people can live, work and develop a low carbon, green economy and where wildlife can adapt to the pressures of climate change. Cumulus Consultants has helped develop the campaign over the past year by: extending the original partnership between the Woodland Trust and the Gwent Wildlife Trust to a total of eight organisations; producing a Business Plan to provide direction for the development of the Campaign over the next five years; and contributing to the development of a major funding application.

Environmental Stewardship – Apply Now

CAP reformThe Higher Level Stewardship scheme, run by Natural England, offers financial support to farmers who adopt specific conservation options on their land.  More than 200 management options are included in the scheme, and there is funding for capital items such as hedgerow restoration and walling.

Jonathan Brunyee, Gloucestershire farmer and environmental consultant for Cumulus Consultants Ltd says 'there are new and exciting opportunities for farmers in the region to get involved in the stewardship scheme.  The Cotswolds, for example, are a priority target area and we are also lucky to have a number of farmland bird hotspots which can now attract additional funding and support'

Cumulus is working to help promote the stewardship scheme and the South West Farmland Birds Initiative across the region. We can help landowners with detailed farm surveys, the development of applications and practical habitat management advice.

'We are advising farmers to get involved with the scheme now while the funding is available and to plan ahead for 2010/11 agreements' says Jonathan. 'To get farmers started we can check to see if they fall into the target areas and we offer initial advice on options and management issues'.

South West Farmland Bird Initiative – Get Involved

SWBI logoThe South West Farmland Bird Initiative is working with the farming community and other partners to deliver positive habitat management for farmland birds across Gloucestershire, Wiltshire and Dorset.

These areas are nationally important for farmland birds and other wildlife found within the wider countryside, particularly for those bird species associated with arable farmland – lapwing, grey partridge, turtle dove, yellow wagtail, tree sparrow, corn bunting – and rarer arable plants like shepherd's needle.

The initiative consists of four projects each led by a partner organisation, targeting the Cotswolds, North Wessex Downs, South Wiltshire and Dorset. Using Environmental Stewardship funding each project will deliver a combination of tailored advice, workshops and one-to-one farm visits to help farmers put the right package of management measures in place and help contribute to delivery of the Government's objective to reverse the decline in farmland birds by 2020

Wilden Marsh – Bringing land managers and environmental bodies together

Wilden MarshA bold project to restore groundwater levels at Wilden Marsh and Meadows SSSI, near Kidderminster, Worcestershire has just been completed by the Environment Agency working with partners including Natural England, Worcestershire Wildlife Trust, private landowners and tenants. The work has involved the construction of two 1.5m high rock ramps in the River Stour, the de-silting of a main carrier ditch and the construction of a control structure at the end of the ditch. This work, together with associated water level management, will restore much of this priority site to a favourable condition for nature conservation. Cumulus is delighted to have played an integral role in the project liaising with landowners and tenants during the planning and implementation of the project, negotiating compensation settlements and scoping future environment enhancement via co-ordinated Higher Level Stewardship agreements.

Farm resource management initiatives – Can we help you save money?             

CAP reformA range of farm resource management initiatives have been developed across England's Regional Development Agencies as part of the Rural Development Programme for England. Two of the more recent ones are highlighted below:

The South West Agricultural Resource Management initiative from SWRDA includes: Soils for Profit, covering soils, manures and nutrients; and Resource Efficiency for Farms covering energy, water, air and inorganic waste. In addition to free advice, farm businesses may also be eligible for capital grants for infrastructure and equipment.

The Farm Resource Improvement Programme from SEEDA aims to improve the profitability of farms through sustainable farming practices. Capital grants of up to £25,000 are available in four areas: nutrition management; energy efficiency; water resource management; and animal health and welfare.

In addition, the Carbon Trust can now provide 0% business loans to farmers investing in energy-saving equipment. The aim is to reduce energy bills and carbon emissions; the loans should be pay for themselves via energy savings over a 1-4 year period.
